COVD-19 is not just a disease of the "vulnerable". Public policy with that assumption is, well, poor public policy. Until we know more policy has to be to limit exposure. Sit tight, don't panic, we're working on it...........unfortunately we have no effective federal policy/help.........
There's a caveat here. Many of Elon's best customers will get sick, and many will die. And they each may support one or more dependents. The projections right could now result in hundreds of thousands of family tragedies, in the next year, due to this virus alone. True, it may be inevitable, for example, in my personal life with me at age 70, with 3 young dependents... My dream is to survive to take CT delivery! And use it for a new family business, much rather than to die waiting...

I also work in an "essential" industry, on the utility side of things, and am exempt from sheltering in place. Tesla can easily make a case that they are also essential, since people working in essential trades need transportation, and many of them drive Teslas. The factory doesn't just make new cars, it also makes parts for existing cars. Therefore they need to keep making parts so essential workers can go to work.

Most large companies, and especially tech companies, use VDI's so you can access your desktop from literally any computer. So yes, they can likely access CAD from their laptops. I work for a large appliance manufacturer and our design engineers have this ability.
Last time I did "design" work as an EE it was on CRTs. I was fancy because I had two CRTs hanging from a contraption over one of my desks (an old drafting table). So my experience is dated.
So essentially they must stop all the profit producing activity such as making cars but continue profit draining activities such as payroll.
